Then in the 1900's they started spanking "over the knee", then came paddles and spoons. . Who comes up with this. These states are: Alaska, California, Connecticut, Delaware, Hawaii, Illinois, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New York, North Dakota, Oregon, Pennsylvania, South Dakota, Utah, Vermont, Virginia, Washington, West Virginia,and Wisconsin. The remaining states leave the issue up to the individual school districts.

well teachers used to do it when a child was disobeying. It got the kids scared and they stoped. So then parents wanted to do the same
It is tradition. If someone was spanked with a paddle, they will do the same with their kids. The paddle idea came from schools, switching in the south, over the knee up north, rods from the Bible
